MESO Programme 2005-2008
The MESO programme is a collaborative effort between Ecosys and
sba in the Maghreb and the Mashreq which aims to promote economic analyses as a tool for decision makers. The programme aims to strengthen the capacity of future analysts to replicate MESO studies for industrial sectors or urban communities. Knowledge will be transmitted through:
- General and specialised technical trainings in the Maghreb and Mashreq
Postgraduate university training in environmental economics- Environment-economic studies of main industy sectors and urban communities
- Networking among a pool of Arab experts in meso-economic analysis
- Interactive electronic platform
What is the Objective of the MESO Programme?
Environment-economic analyses provide decision makers with priorities of action in order to reduce the environmental impact and to improve well-being of population and economic efficiency.
A MESO study is the economic assessment of the environmental degradation at the level of an economic sector or an urban community. It focuses on connection micro (unit) and macro (country) evaluation on a middle (MESO) level. It sets a value on environmental goods and services that tackle, among others, energy efficiency, climate change, water and waste management or socio-environmental conflicts.
This evaluation facilitates the choices to be made regarding economic and environmental constraints. Thus, environment-economic studies incorporate the environmental dimension in the planning of the activities and the allocation of factors and goods at all levels of a country: State, Ministries, industrial groups, production units, districts and municipalities. Once the environmental and economic situation is assessed, the public authorities or industrial groups can decide to implement corrective actions and set continuous environmental upgrading.
